THE FAQ

It is a legal document produced as a result of an EPC Survey or Assessment carried out by a regulated and authorised Assessor. The EPC or Energy Performance Certificate provides an insight into the energy efficiency of a building and where you can save money by making changes. In many instances, improvements can be achieved at a surprisingly low cost, eg; changing bulbs to LED.  An efficient property can be more attractive to either potential tenants or property purchasers.

If you start from the premis of everyone letting or selling a property then you won't go far wrong. There are exceptions but this is a very narrow and small group. To help you through the exemption process you need to speak to your Go Local EPC Assessor who will be able to offer specific advice. EPC Certificates are an inexpensive investment when you consider the fact they only require renewing every 10 years. An EPC of "E" or higher makes it legal to let,  a domestic property, as of April 2020 and offers Section 21 protection. For Commercial properties

At present, (March 2021),  an EPC Certificate, Domestic or Commercial is valid for ten years. There are currently consultations concerning whether this should change. These discussions are not surprising given the Climate Change initiatives from the Government.

Whilst there are significant differences between Domestic and Commercial EPC's the broad principles apply to both. An assessment looks at:-

Property age and construction

Heating system(s) and controls

Lighting

Glazing

Insulation

Whilst there is no such thing as a failure, any EPC below an "E" restricts what the property can be used for. You will NOT be able to rent a property which a rating of less than E and more than likely will have a problem selling such a property. From 2018 Banks, Building Societies, and Pension Fund Managers require the property to also hit the MEES rating of "E". There are two types of exemption. The first being where a very narrow and specific type of building is exempt, (Churches, Listed Buildings, etc), however with the advent of the MEES regulations the matter has become complicated for certain properties. These regulations state a building must have an EPC rating of  "E" or higher to rent and the only way is to have an EPC Assessment on a building that may be exempt from the core EPC guidelines. Our advice to clients has been given the cost and complications just accept you need an EPC.

The second type concerns the area where investments have been made and the property still fails to hit the standard. In these instances, you need to discuss the matter with your Go Local EPC Assessor in order to obtain relevant, specific advice.

In order to produce either Domestic or Commercial EPC’s our alliance members have to undergo training and qualify as DEA's  (Domestic Energy Assessor), or NDEA's (Non-Domestic Energy Assessors).  The qualification enables them to join one of the Approved Government Accreditation Schemes.

As part of their professional obligation, all our members carry full professional indemnity insurance.

To ensure standards are maintained and your EPC meets the legal requirements surveys are regularly audited by independent organisations.

As of April 2020, it is illegal to let a domestic property to a new tenant or to continuing existing tenancies. From that date, all domestic properties must have an EPC with a rating of "E" or better.

Simply - YES. From April 2018 it was mandatory to have an EPC for new or fixed term rentals. This was further firmed up with the new regulations in April 2020 which affected both new and existing tenancies. For domestic properties without an EPC there are also Section 21 issues. To avoid penalties of up to £5000 or complications an EPC can be regarded as a low cost investment, (from about £45.00 for a Domestic EPC), that lasts 10 years!
